15         On page 30, lines 11-29, delete those lines

17  and insert:  service. The department shall develop rules
18  requiring that consideration be given to comparative merit,
19  demonstrated skills, and the employee's experience. Such rules
20  shall be approved by the Administration Commission prior to
21  their adoption by the department.
