  1                      A bill to be entitled

  2         An act relating to public employment; providing

  3         a statement of guiding principles for the

  4         development of a new public workforce structure

  5         and ethic in state government; providing an

  6         effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  The organization, selection, training, and

11  staff development of the public workforce of this state shall

12  be based upon the following principles:

13         (1)  The organization of employment services shall

14  reflect the most responsive structure for public service in a

15  manner that produces the maximum benefit for taxpayers,

16  service recipients, and the public.

17         (2)  The compensation for work shall reflect an

18  appropriate recognition of skill attainment, competency in

19  execution, and individual self-determination which is well

20  recognized by peer employers in the employment market.

21         (3)  The incentives for employment excellence should

22  embody service to the public which will produce ultimate value

23  for the taxpayer, tangible recognition for employee

24  performance, and enduring respect for public service.

25         Section 2.  This act shall take effect July 1, 2001.
