11  Senator Posey moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 42, between lines 3 and 4,
15  
16  insert:  
17         Section 44.  Section 272.133, Florida Statutes, is
18  created to read:
19         272.133  Vested rights of projects approved by Capitol
20  Center Planning Commission.--Upon the abolishment of the
21  Capitol Center Planning Commission or the restriction by law
22  of its jurisdiction to state-owned lands, any private project
23  that received design approval before the effective date of an
24  act that provides for such abolishment or restriction shall be
25  considered vested for the zoning, land use, and variances
26  approved by the commission. A vested project is required to
27  demonstrate only that it is in compliance with environmental
28  and building-permitting requirements to be eligible for the
29  issuance of a building permit.
