1 A bill to be entitled
2 An act relating to economic development;
3 expressing the legislative intent to authorize
4 the creation of an airport authority in a
5 charter county in order to enhance the movement
6 of passengers and cargo in support of economic
7 development; specifying that the creation of
8 such authority shall be subject to approval by
9 referendum; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. The Legislature finds that the successful
14 economic development of the state depends upon the efficient
15 and effective movement of passengers and cargo through the
16 airports of the state. Such movement of passengers and cargo
17 is critical to the continued development of the tourism sector
18 and the international business sector, which are two of the
19 largest sources of job-creation in the state. In order to
20 facilitate and enhance such activities, it is the intent of
21 the Legislature to authorize the creation of an airport
22 authority in a county as defined by section 125.011(1),
23 Florida Statutes, which has a population that exceeds 1.5
24 million individuals. It further is the intent of the
25 Legislature that the creation of such airport authority be
26 subject to approval by the electors of the county in a
27 referendum.
28 Section 2. This act shall take effect upon becoming a
29 law.
