15  remove from the bill:  all of said lines,

17  and insert in lieu thereof:  Subsections (4) and (6) do not
18  apply to the creation, attachment, perfection, or enforcement
19  of a security interest in:
20         (a)  A claim or right to receive compensation for
21  injuries or sickness as described in 26 U.S.C. subsection
22  104(a)(1) or (2).
23         (b)  A claim or right to receive compensation for
24  injuries or sickness as described in 26 U.S.C. subsection
25  104(a)(2).
26         (c)  A claim or right to receive benefits under a
27  special needs trust as described in 42 U.S.C. subsection
28  1396p(d)(4).
29         (d)  The interest of a debtor who is a natural person
30  in unemployment, alimony, disability, pension, or retirement
31  benefits or victim compensation funds.

 1         (e)  The interest of a debtor who is a natural person
 2  in other benefits which are designated solely for his or her
 3  maintenance, support, or education, the assignability of which
 4  is expressly prohibited or restricted by statute.
 5         (9)  Subsections (4), (6), and (8) apply only to a
 6  security interest created after January 1, 2002.
 7         (10)  This section does not apply to an assignment of a
 8  health-care-insurance receivable.
 9         (11)  This section prevails over any inconsistent
10  statute, rule, or regulation.
