  2         An act relating to Martin County; amending

  3         sections 1, 2, 3, and 4 of chapter 65-1906,

  4         Laws of Florida, as amended; revising authority

  5         of the Board of County Commissioners to levy a

  6         tax for indigent health care; revising the name

  7         of the fund into which the tax is paid;

  8         revising the uses of the fund; revising

  9         requirements relating to disbursements from the

10         fund and unexpended balances in the fund;

11         revising the name of the review board and the

12         hospital board; providing an effective date.

14  Be It Enacted by the Legislature of the State of Florida:

15

16         Section 1.  Sections 1, 2, 3, and 4 of chapter 65-1906,

17  Laws of Florida, as amended by chapters 67-1712 and 78-558,

18  Laws of Florida, are amended to read:

19         Section 1.  The Martin County Board of County

20  Commissioners of Martin county is authorized and empowered

21  directed to levy a tax of not less than one fourth (1/4) mill

22  nor more than two (2) mills per annum on the assessed

23  valuation of all taxable real and personal property in Martin

24  the County for the purpose of providing funds for payment of

25  health care services for hospitalization of indigent residents

26  of Martin County as further set forth in section 2.

27         Section 2.  The money derived from this tax shall be

28  paid into the County Health Care hospitalization Fund which

29  shall be used by the Martin County Board of County

30  Commissioners only to pay for:

  1         (1)  Hospitalization, administrative costs and costs of

  2  doctors' services incidental to and included in the cost of

  3  hospital care, within Martin County for of indigent residents

  4  of Martin the County.

  5         (2)  Health care programs required by Florida Statutes

  6  to be funded by counties.

  7         (3)  Other health care programs based upon a level of

  8  service to be determined from time to time by the Martin

  9  County Board of County Commissioners.

11  All The excess remaining unexpended moneys in the County

12  Health Care Fund at the end of each the budget year shall

13  remain in the County Health Care Fund from year to year be

14  paid into the general fund. Disbursements from the County

15  Health Care Fund shall be by check or warrant of the Martin

16  County Board of County Commissioners signed by its chairman

17  upon the approval of a majority of its members.

18         Section 3.  (1)  There shall be created a five (5)

19  member County Health Care Hospitalization Review Board to be

20  comprised of:

21         (a)  Two (2) members of the Martin County Board of

22  County Commissioners appointed by its chairman;

23         (b)  Two (2) members of the Martin Memorial Health

24  Systems hospital Board appointed by the its chairman of such

25  board;

26         (c)  One (1) member at large to be chosen by a majority

27  of the four (4) members so appointed.

28         (2)  The terms of office of members shall expire

29  January 15 of each year.

30         Section 4.  The County Health Care hospitalization

31  Review Board shall recommend to the Martin County Board of

  1  County Commissioners those indigent individuals whose

  2  hospitalization and other costs as set forth in section 2(1)

  3  shall be paid from the County Health Care hospitalization

  4  Fund.

  5         Section 2.  This act shall take effect upon becoming a

  6  law.
