18  and insert in lieu thereof:  acquiring privately owned
19  water-wastewater utilities.  It is the further intent of the
20  Legislature that the Department of Environmental Protection
21  evaluate and report to the Legislature on this pilot program
22  and on the need to expand the program to address the
23  acquisition or consolidation of publicly-owned
24  water-wastewater utilities that threaten the environment or
25  public health.
