18  and insert in lieu thereof:  a pilot program in Pasco County.
19  Upon approval by the department, awarded funds may be used in
20  accordance with sections 4 and 5.  The department may use up
21  to 2 percent of the funds appropriated for the program to pay
22  the costs of administering the pilot program.
