14         On page 2, between lines 3 and 4 of the bill

16  insert:  
17         (d)  Disclosure to an authorized person as defined in
18  Title 45 C.F.R. Section 303.15, for purposes of enforcing any
19  state or federal law with respect to the unlawful taking or
20  restraint of a child, or making or enforcing a child custody
21  or visitation determination.  For purposes of this paragraph,
22  an "authorized person" shall include a noncustodial parent,
23  unless a court has entered a order pursuant to ss. 741.30,
24  741.31 or 784.046.
