17  insert:  
18         (10)  Notwithstanding any other provision of law to the
19  contrary, no county, city, or political subdivision, or other
20  public authority, shall require a contractor to accept, or
21  penalize a contractor for not accepting, as a condition of any
22  contract to which this section applies, insurance coverage
23  through an owner-controlled insurance plan in which the public
24  authority or its agent obtains insurance coverage for
25  contractors and subcontractors relative to a construction
26  project or group of related construction projects, including
27  worker's compensation, employer's liability, general
28  liability, or builder's risk insurance.
