19         (a)  Recommending to the Treasurer standards in the
20  following areas:
21         1.  Financial institution entry requirements;
22         2.  Qualified public depository reporting requirements;
23         3.  Qualitative and quantitative financial condition
24  requirements;
25         4.  Custodian characteristic requirements and adherence
26  to collateral agreement terms;
27         5.  Collateral-pledging levels and adequacy of required
28  collateral;
29         6.  Collateral eligibility and restrictions;
30         7.  Operating subsidiary and agent requirements;
31         8.  Merger, acquisition, and name change requirements;

 1         9.  Participation restrictions;
 2         10.  Participation status and conditions for
 3  suspension, disqualification, and mandatory withdrawal;
 4         11.  Penalties and fines; and
 5         12.  Corrective actions and administrative orders.
 6         (b)  Recommending approval or rejection to the
 7  Treasurer for exceptions that do not meet established
 8  standards.  These requests for exceptions may be:
 9         1.  Referred by the Treasurer; or
10         2.  Submitted directly by the qualified public
11  depository seeking exception.
12         (c)  Recommending to the Treasurer approvals or
13  rejections for alternative participation agreements referred
14  by the Treasurer.
15         (d)  Reviewing program violations and recommending that
16  the Treasurer impose penalties and fines or issue corrective
17  actions and administrative orders.
18         (e)  Studying public deposit program areas referred by
19  the Treasurer.
20         (f)  Recommending to the Treasurer the assessing of
21  qualified public depositories, in a manner
