18         Section 2.  Paragraph (d) is added to subsection (20)
19  of section 230.23, Florida Statutes, to read:
20         230.23  Powers and duties of school board.--The school
21  board, acting as a board, shall exercise all powers and
22  perform all duties listed below:
23         (20)  SCHOOL-WITHIN-A-SCHOOL.--In order to reduce the
24  anonymity of students in large schools, the district school
25  board shall adopt policies effective for the 2002-2003 school
26  year, and thereafter, to encourage any school that does not
27  meet the definition of a small school, as established by s.
28  235.2157(2), to subdivide into schools-within-a-school, which
29  shall operate within existing resources. A
30  "school-within-a-school" means an operational program that
31  uses flexible scheduling, team planning, and curricular and

SENATE AMENDMENT Bill No. SB 636 Amendment No. 2 Barcode 363058 1 instructional innovation to organize groups of students with 2 groups of teachers as smaller units, so as to functionally 3 operate as a smaller school. Examples of this include, but are 4 not limited to: 5 (d) A physical plant design that would house students 6 grouped by the smaller school designation in buildings that 7 surround or are easily accessible to a structure containing 8 core facilities, as defined by rule of the Department of 9 Education, which would be shared by the surrounding buildings. 10 Section 3. Subsections (2) and (4) of section 11 235.2157, Florida Statutes, are amended to read: 12 235.2157 Small school requirement.-- 13 (2) DEFINITION.--As used in this section, "small 14 school" means: 15 (a) An elementary school with a student population of 16 not more than 500 students. 17 (b) A middle school with a student population of not 18 more than 900 700 students. 19 (c) A high school with a student population of not 20 more than 1,200 900 students. 21 (d) A school serving kindergarten through grade 8 with 22 a student population of not more than 900 700 students. 23 (e) A school serving kindergarten through grade 12 24 with a student population of not more than 1,200 900 students. 25 26 A school on a single campus which operates as a 27 school-within-a-school, as defined by s. 230.23(20), shall be 28 considered a small school if each smaller unit located on the 29 single campus meets the requirements of this subsection. 30 (4) EXCEPTIONS.-- 31 (a) This section does not apply to plans for new 2 10:46 AM 04/25/01 s0636.ap.02
SENATE AMENDMENT Bill No. SB 636 Amendment No. 2 Barcode 363058 1 educational facilities already under architectural contract on 2 July 1, 2003. 3 (b) The Commissioner of Education may approve an 4 exemption to the small-school requirement under any of the 5 following conditions: 6 1. An interlocal agreement between the school district 7 and the local governmental body having geographic jurisdiction 8 requires specified construction of schools under s. 163.3177; 9 2. The school district has submitted documentation 10 that the lowest bid or request for proposals meeting 11 small-schools specifications would exceed the per-pupil 12 station cost defined in s. 235.216; or 13 3. The school district has submitted documentation 14 that school siting is unavailable or excessively priced above 15 appraisal and that to pursue a small school in the particular 16 location would not be in the best interest of the district's 17 students. 18 19 (Redesignate subsequent sections.) 20 21 22 ================ T I T L E A M E N D M E N T =============== 23 And the title is amended as follows: 24 On page 1, lines 1-6, delete those lines 25 26 and insert: 27 A bill to be entitled 28 An act relating to education; amending s. 29 232.2463, F.S.; altering the required ranges of 30 percentage grades that equate to letter grades 31 and grade points; amending s. 230.23, F.S.; 3 10:46 AM 04/25/01 s0636.ap.02
