2 An act relating to high school grades; amending
3 s. 230.23, F.S.; requiring certain reports of
4 academic achievement; amending s. 232.2463,
5 F.S.; altering the required ranges of
6 percentage grades that equate to letter grades
7 and grade points; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (e) of subsection (16) of section
12 230.23, Florida Statutes, is amended to read:
13 230.23 Powers and duties of school board.--The school
14 board, acting as a board, shall exercise all powers and
15 perform all duties listed below:
16 (16) IMPLEMENT SCHOOL IMPROVEMENT AND
17 ACCOUNTABILITY.--Maintain a system of school improvement and
18 education accountability as provided by statute and State
19 Board of Education rule. This system of school improvement and
20 education accountability shall be consistent with, and
21 implemented through, the district's continuing system of
22 planning and budgeting required by this section and ss.
23 229.555 and 237.041. This system of school improvement and
24 education accountability shall include, but is not limited to,
25 the following:
26 (e) Public disclosure.--Provide information regarding
27 performance of students and educational programs as required
28 pursuant to ss. 229.555 and 229.57(5) and implement a system
29 of school reports as required by statute and State Board of
30 Education rule which shall include schools operating for the
31 purpose of providing educational services to youth in

1 Department of Juvenile Justice programs, and for those
2 schools, report on the elements specified in s. 230.23161(21).
3 Annual public disclosure reports must shall be a profile of
4 each school in an easy-to-read report-card report card format
5 and must shall include the school's student and school
6 performance grade category designation and performance data as
7 specified in state board rule. The school board shall report
8 academic achievement of high school students as measured by
9 all statewide assessments, by national assessments, and by
10 grades in high school courses. Grade reports on high school
11 courses must specify the number and percentage of students who
12 received each letter grade in all courses and in each type of
13 course, organized by level and category.
14 Section 2. Section 232.2463, Florida Statutes, is
15 amended to read:
16 232.2463 High school grading system.--The grading
17 system and interpretation of letter grades used in public high
18 schools shall be as follows:
19 (1) Grade "A" equals 90 94 percent through 100
20 percent, has a grade point average value of 4, and is defined
21 as "outstanding progress."
22 (2) Grade "B" equals 80 85 percent through 89 93
23 percent, has a grade point average value of 3, and is defined
24 as "above average progress."
25 (3) Before the 1997-1998 school year, grade "C" equals
26 75 percent through 84 percent, has a grade point average value
27 of 2, and is defined as "average progress." For the 1997-1998
28 school year and each year thereafter, Grade "C" equals 70 77
29 percent through 79 84 percent, has a grade point average value
30 of 2, and is defined as "average progress."

1 (4) Before the 1997-1998 school year, grade "D" equals
2 65 percent through 74 percent, has a grade point average value
3 of 1, and is defined as "lowest acceptable progress." For the
4 1997-1998 school year and each year thereafter, Grade "D"
5 equals 60 70 percent through 69 76 percent, has a grade point
6 average value of 1, and is defined as "lowest acceptable
7 progress."
8 (5) Before the 1997-1998 school year, grade "F" equals
9 zero percent through 64 percent, has a grade point average
10 value of zero, and is defined as "failure." For the 1997-1998
11 school year and each year thereafter, Grade "F" equals zero
12 percent through 59 69 percent, has a grade point average value
13 of zero, and is defined as "failure."
14 (6) Grade "I" equals zero percent, has a grade point
15 average value of zero, and is defined as "incomplete."

17 For the purposes of class ranking, school districts may
18 exercise a weighted grading system.
19 Section 3. This act shall take effect July 1, 2001.
