13         Amendment (with title amendment) 

14         On page 6, between lines 18 and 19,

16  insert:

17         (15)  Since monitoring is the exclusive mechanism for

18  detecting contamination of Florida's underground sources of

19  drinking water, no aquifer storage and recovery wells may be

20  permitted until:

21         (a)  The department has demonstrated that monitoring

22  technologies are capable of detecting any fluid movement

23  outside the zone of discharge. This demonstration shall be

24  made through a written report provided to the President of the

25  Senate and Speaker of the House of Representatives;

26         (b)  The permit applicant has demonstrated to the

27  department that its monitoring system is capable of detecting

28  any fluid movement outside the zone of discharge within 48

29  hours of such movement and has demonstrated the absence of

30  fractures, faults, fissures, and solution channels in the

31  areas serving as confinement; and

  1         (c)  The Department of Health has demonstrated that

  2  detection technologies are capable of determining the presence

  3  of microbial contaminants, including bacteria, viruses, and

  4  protozoa, in the injected water. This demonstration shall be

  5  made through a written report provided to the President of the

  6  Senate and Speaker of the House of Representatives.

  7

  8  The determinations and analyses required under this subsection

  9  shall be completed by June 30, 2002.
