2 An act relating to the review and inspection of
3 building construction; creating the Building
4 Construction Permitting and Inspection Task
5 Force; providing responsibilities; providing
6 for appointment of members; providing for
7 meetings and staffing by the Florida Building
8 Commission; providing for recommendations and a
9 report by a date certain; providing an
10 effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. The Building Construction Permitting and
15 Inspection Task Force is created to recommend a procedure by
16 which the public could elect to engage an engineer or
17 architect to perform plans review and inspection for the
18 construction, alteration, repair, or improvement of real
19 property, and the appropriate role of the local building
20 official in such an alternative plans review and inspection
21 procedure and in the resulting issuance of a building permit
22 and certificate of occupancy.
23 (1) The task force shall be composed of 11 members, as
24 follows:
25 (a) The Building Officials Association of Florida
26 shall designate four members;
27 (b) The Associated General Contractors of Florida
28 shall designate one member;
29 (c) The Florida Home Builders Association shall
30 designate one member;

1 (d) The Florida Engineering Society shall designate
2 one member;
3 (e) The Florida Association of the American Institute
4 of Architects shall designate one member;
5 (f) The Florida Insurance Council shall designate one
6 member; and
7 (g) The Florida Building Commission shall designate
8 two members, one member to be a building official or
9 inspector, and one to be a contractor, architect, or engineer.
10 (2) The task force shall meet at least four times
11 prior to January 1, 2002. Members may participate in any
12 meeting via telephone conference. Members shall serve on a
13 voluntary basis, without compensation and without
14 reimbursement for per diem and travel expenses.
15 (3) The task force shall examine the various processes
16 used by local building officials throughout the state in
17 conducting plans review for the construction, alteration,
18 repair, or improvement of real property, and approving
19 building permit applications, as well as those processes used
20 by local building officials in conducting required inspections
21 for construction, alteration, repair, or improvement of real
22 property, and issuing certificates of occupancy. The task
23 force shall make recommendations on the following:
24 (a) A procedure by which the public could elect to
25 engage an engineer or architect to perform plans review and
26 inspection for the construction, alteration, repair, or
27 improvement of real property; and
28 (b) The appropriate role of the local building
29 official in such an alternative plans review and inspection
30 procedure and in the resulting issuance of a building permit
31 and certificate of occupancy.

1 (4) The task force shall submit to the Governor, the
2 Speaker of the House of Representatives, and the President of
3 the Senate, by January 1, 2002, a report presenting the task
4 force's recommendations and findings.
5 (5) The Florida Building Commission shall provide
6 logistical and staff support for the task force.
7 Section 2. This act shall take effect upon becoming a
8 law.

13 The Committee Substitute for Senate Bill 744 deletes from the
bill all statutory changes and creates the Building
14 Construction Permitting and Inspection Task Force.
