  1                      A bill to be entitled

  2         An act relating to the transportation

  3         disadvantaged; amending s. 320.03, F.S.;

  4         imposing a fee for the registration of certain

  5         trucks, trailers, and motorcycles and for tag

  6         transfers and temporary tags to be deposited

  7         into the Transportation Disadvantaged Trust

  8         Fund; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Subsection (9) of section 320.03, Florida

13  Statutes, is amended to read:

14         320.03  Registration; duties of tax collectors;

15  International Registration Plan.--

16         (9)  A nonrefundable fee of $1.50 shall be charged on

17  the initial and renewal registration of each automobile for

18  private use, and on the initial and renewal registration of

19  each truck, regardless of having a net weight, each trailer,

20  and each motorcycle and for each tag transfer and each

21  temporary tag of 5,000 pounds or less. Such fees shall be

22  deposited in the Transportation Disadvantaged Trust Fund

23  created in part I of chapter 427 and shall be used as provided

24  therein, except that priority shall be given to the

25  transportation needs of those who, because of age or physical

26  and mental disability, are unable to transport themselves and

27  are dependent upon others to obtain access to health care,

28  employment, education, shopping, or other life-sustaining

29  activities.

30         Section 2.  This act shall take effect July 1, 2001.
