  1                      A bill to be entitled

  2         An act relating to insurance; amending s.

  3         626.221, F.S.; exempting an applicant for a

  4         license as a customer representative from

  5         examination requirements under certain

  6         conditions; exempting an applicant for a

  7         license as an adjuster from examination

  8         requirements under certain conditions;

  9         providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12

13         Section 1.  Paragraph (l) of subsection (2) of section

14  626.221, Florida Statutes, is amended, and paragraph (m) is

15  added to that subsection, to read:

16         626.221  Examination requirement; exemptions.--

17         (2)  However, no such examination shall be necessary in

18  any of the following cases:

19         (l)  An applicant for license as a customer

20  representative who has the designation of Accredited Advisor

21  in Insurance (AAI) from the Insurance Institute of America,

22  the designation of Certified Insurance Counselor (CIC) from

23  the Society of Certified Insurance Service Counselors, the

24  designation of Accredited Customer Service Representative

25  (ACSR) from the Independent Insurance Agents of America, the

26  designation of Certified Professional Service Representative

27  (CPSR) from the National Association of Professional Insurance

28  Agents, the designation of Certified Insurance Service

29  Representative (CISR) from the Society of Certified Insurance

30  Service Representatives. Also, an applicant for license as a

31  customer representative who has the designation of Certified

  1  Customer Service Representative (CCSR) from the Florida

  2  Association of Insurance Agents, or the designation of

  3  Registered Customer Service Representative (RCSR) from a

  4  regionally accredited postsecondary institution in this state,

  5  whose curriculum has been approved by the department and whose

  6  curriculum includes comprehensive analysis of basic property

  7  and casualty lines of insurance and testing at least equal to

  8  that of standard department testing for the customer

  9  representative license. The department shall adopt rules

10  establishing standards for the approval of curriculum.

11         (m)  An applicant for license as an adjuster who has

12  the designation of Accredited Claims Adjuster (ACA) from a

13  regionally accredited postsecondary institution in this state,

14  whose curriculum has been approved by the department and whose

15  curriculum includes comprehensive analysis of basic property

16  and casualty lines of insurance and testing at least equal to

17  that of standard department testing for all-lines adjuster

18  license. The department shall adopt rules establishing

19  standards for the approval of curriculum.

20         Section 2.  This act shall take effect July 1, 2001.

  1          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
  2                              SB 806

  4  Provides the applicants seeking licensure as customer
    representatives would be exempt from taking and passing an
  5  examination approved by the Department of Insurance if such
    applicants obtain a designation as a Certified Customer
  6  Service Representative (CCSR) from the Florida Association of
    Insurance Agents, or the designation of Registered Customer
  7  Service Representative (RCSR) from a regionally accredited
    postsecondary institution in Florida.

    Provides that the curriculum for the specified designations be
  9  approved by the Department of Insurance and include property
    and casualty insurance and testing at least equal to that of
10  standard department testing for customer representatives.

11  Provides that the Department shall adopt rules establishing
    standards for curriculum.
