13         Substitute Amendment for Amendment (032067) 
14         On page 1, line 31 through page 2, line 15
15  remove from the bill:  all of said lines,
16  
17  and insert in lieu thereof:
18         (c)  If the proposed amendment or revision is approved
19  by vote of the electors, it shall be effective as an amendment
20  to or revision of the constitution of the state on the first
21  Tuesday after the first Monday in January following the
22  election, or on such other date as may be specified in the
23  amendment or revision.
24         (d)(c)  If the proposed amendment or revision that has
25  fiscal impact on the state or seeks to raise taxes is approved
26  by bote of at least two-thirds of the electors voting on the
27  proposed amendment or revision, it shall be effective as an
28  amendment to or revision of the constitution of the state on
29  the first Tuesday after the first Monday in January following
30  the election, or on such other date as may be specified in the
31  amendment or revision.

 1         BE IT FURTHER RESOLVED that in accordance with the
 2  requirements of section 101.161, Florida Statutes, the title
 3  and substance of the amendment proposed herein shall appear on
 4  the ballot as follows:
 5              APPROVAL OF CONSTITUTIONAL AMENDMENTS
 6         Requires approval by two-thirds, rather than a simple
 7  majority, of the electors voting on a proposed constitutional
 8  amendment that has a fiscal impact on the state or seeks to
 9  raise taxes.
