15  remove from the bill:  all of said lines

17  and insert in lieu thereof:  
18         (c)  If the proposed amendment or revision is approved
19  by vote of the electors, it shall be effective as an amendment
20  to or revision of the constitution of the state on the first
21  Tuesday after the first Monday in January following the
22  election, or on such other date as may be specified in the
23  amendment or revision.
24         (d)  A proposed amendment or revision that has a fiscal
25  impact on the state or seeks to raise taxes must be approved
26  by a vote of at least 60 percent of the electors voting on the
27  proposed amendment or revision.  If approved, the amendment or
28  revision shall be effective on the first Tuesday after the
29  first Monday in January following the election, or on such
30  other date as may be specified in the amendment or revision.
31         BE IT FURTHER RESOLVED that in accordance with the

 2  and substance of the amendment proposed herein shall appear on
 3  the ballot as follows:
 4                     CONSTITUTIONAL AMENDMENT
 5                      ARTICLE XI, SECTION 5
 6              APPROVAL OF CONSTITUTIONAL AMENDMENTS
 7         Requires approval by 60 percent, rather than a simple
 8  majority, of the electors voting on a proposed constitutional
 9  amendment that has a fiscal impact on the state or seeks to
10  raise taxes.
