13         Substitute Amendment for Amendment (514723) 
14         On page 2, lines 1-15,
15  remove from the bill:  all of said lines
16  
17  and insert in lieu thereof:  
18         (c)  If the proposed amendment or revision is approved
19  by vote of the electors, it shall be effective as an amendment
20  to or revision of the constitution of the state on the first
21  Tuesday after the first Monday in January following the
22  election, or on such other date as may be specified in the
23  amendment or revision.
24         (d)  If the proposed amendment or revision requires the
25  state legislature, or other governing body subject to this
26  constitution to appropriate in excess of $10 million, adjusted
27  for inflation, for costs not associated with administration or
28  enforcement of the amendment, or seeks to raise taxes or fees
29  is approved by a vote of at least 60 percent of the electors
30  voting on the proposed amendment or revision.  If approved,
31  the amendment or revision shall be effective on the first

 1  Tuesday after the first Monday in January following the
 2  election, or on such other date as may be specified in the
 3  amendment or revision.
 4         BE IT FURTHER RESOLVED that in accordance with the
 5  requirements of section 101.161, Florida Statutes, the title
 6  and substance of the amendment proposed herein shall appear on
 7  the ballot as follows:
 8              APPROVAL OF CONSTITUTIONAL AMENDMENTS
 9         Requires approval by 60 percent two-thirds, rather than
10  a simple majority, of the electors voting on a proposed
11  constitutional amendment that requires the state legislature,
12  or other governing body subject to this constitution to
13  appropriate in excess of $10 million, adjusted for inflation,
14  for costs not associated with administration or enforcement of
15  the amendment, or seeks to raise taxes or fees.
