2 Economic Development to designate an enterprise
3 zone in Okaloosa County; providing requirements
4 with respect thereto; providing an effective

7 Be It Enacted by the Legislature of the State of Florida:
8
9 Section 1. Section 290.00555, Florida Statutes, is
10 amended to read:
11 290.00555 Satellite enterprise zones.--Before December
12 31, 1999, Any municipality an area of which has previously
13 received designation as an enterprise zone in the population
14 category described in s. 290.0065(3)(a)3. may create a
15 satellite enterprise zone not exceeding 1.5 square miles in
16 area outside of and, notwithstanding anything contained in s.
17 290.0055(4), or any other law, in addition to the previously
18 designated enterprise zone boundaries. The Office of Tourism,
19 Trade, and Economic Development shall amend the boundaries of
20 the areas previously designated by any such municipality as
21 enterprise zones upon receipt of a resolution adopted by the
22 municipality describing the satellite enterprise zone areas,
23 as long as the additional areas are consistent with the
24 categories, criteria, and limitations imposed by s. 290.0055.
25 However, the requirements imposed by s. 290.0055(4)(d) do not
26 apply to such satellite enterprise zone areas.
27 Section 2. Satellite enterprise zones may be created
28 pursuant to s. 290.00555, Florida Statutes, effective
29 retroactively to December 31, 1999. Resolutions adopted to
30 create satellite enterprise zones under this section must be
31 submitted to the Office of Tourism, Trade, and Economic

1 Development no later than August 1, 2001. The Office of
2 Tourism, Trade, and Economic Development must amend the
3 boundaries of previously designated enterprise zones to create
4 eligible satellite enterprise zones no later than September 1,
5 2001. Notwithstanding the time limitations contained in
6 chapter 212, Florida Statutes, a business in a satellite
7 enterprise zone designated under this section which was
8 eligible to receive tax incentives pursuant to ss.
9 212.08(5)(g) and (h) and 212.096, Florida Statutes, during the
10 period beginning December 31, 1999, and ending on the date of
11 the creation of the satellite enterprise zone must submit an
12 application for the tax incentives by December 1, 2001. All
13 other requirements of the enterprise zone program apply to
14 such a business.
15 Section 3. Section 290.00694, Florida Statutes, is
16 created to read:
17 290.00694 Enterprise zone designation for Sarasota
18 County or Sarasota County and Sarasota.--Sarasota County, or
19 Sarasota County and the City of Sarasota jointly, may apply to
20 the Office of Tourism, Trade, and Economic Development for
21 designation of one enterprise zone within the county, or
22 within both the county and the municipality, which zone
23 encompasses an area that is south of the north county line,
24 west of Tuttle Avenue, north of 10th Street, and east of U.S.
25 Highway 41. The application must be submitted by December 31,
26 2001, and must comply with the requirements of s. 290.0055.
27 Notwithstanding the provisions of s. 290.0065 limiting the
28 total number of enterprise zones designated and the number of
29 enterprise zones within a population category, the Office of
30 Tourism, Trade, and Economic Development may designate one
31 enterprise zone under this section. The Office of Tourism,

1 Trade, and Economic Development shall establish the initial
2 effective date of the enterprise zone designated under this
3 section.
4 Section 4. Section 290.00695, Florida Statutes, is
5 created to read:
6 290.00695 Enterprise zone designation for Hernando
7 County or Hernando County and Brooksville.--Hernando County,
8 or Hernando County and the City of Brooksville jointly, may
9 apply to the Office of Tourism, Trade, and Economic
10 Development for designation of one enterprise zone within the
11 county, or within both the county and the city, which zone
12 encompasses an area up to 10 contiguous square miles. The
13 application must be submitted by December 31, 2001, and must
14 comply with the requirements of s. 290.0055. Notwithstanding
15 the provisions of s. 290.0065 limiting the total number of
16 enterprise zones designated and the number of enterprise zones
17 within a population category, the Office of Tourism, Trade,
18 and Economic Development may designate one enterprise zone
19 under this section. The Office of Tourism, Trade, and Economic
20 Development shall establish the initial effective date of the
21 enterprise zone designated under this section.
22 Section 5. Section 290.00696, Florida Statutes, is
23 created to read:
24 290.00696 Enterprise zone designation for Holmes
25 County.--Holmes County may apply to the Office of Tourism,
26 Trade, and Economic Development for designation of one
27 enterprise zone within an area in Holmes County. The
28 application must be submitted by December 31, 2001, and must
29 comply with the requirements of s. 290.0055. Notwithstanding
30 the provisions of s. 290.0065 limiting the total number of
31 enterprise zones designated and the number of enterprise zones

1 within a population category, the Office of Tourism, Trade,
2 and Economic Development may designate one enterprise zone
3 under this section. The Office of Tourism, Trade, and Economic
4 Development shall establish the initial effective date of the
5 enterprise zone designated under this section.
6 Section 6. Section 290.00697, Florida Statutes, is
7 created to read:
8 290.00697 Enterprise zone designation for Calhoun
9 County.--Calhoun County may apply to the Office of Tourism,
10 Trade, and Economic Development for designation of one
11 enterprise zone within an area in Calhoun County. The
12 application must be submitted by December 31, 2001, and must
13 comply with the requirements of s. 290.0055, except subsection
14 (3) thereof. Notwithstanding the provisions of s. 290.0065
15 limiting the total number of enterprise zones designated and
16 the number of enterprise zones within a population category,
17 the Office of Tourism, Trade, and Economic Development may
18 designate one enterprise zone under this section. The Office
19 of Tourism, Trade, and Economic Development shall establish
20 the initial effective date of the enterprise zone designated
21 under this section.
22 Section 7. Section 290.00698, Florida Statutes, is
23 created to read:
24 290.00698 Enterprise zone designation for Okaloosa
25 County.--Okaloosa County may apply to the Office of Tourism,
26 Trade, and Economic Development for designation of one
27 enterprise zone within an area in Okaloosa County, which zone
28 encompasses an area up to 6 square miles. The application
29 must be submitted by December 31, 2001, and must comply with
30 the requirements of s. 290.0055, except subsection (3)
31 thereof. Notwithstanding the provisions of s. 290.0065

8 Section 8. This act shall take effect upon becoming a
9 law.
