11  Senator Bronson moved the following amendment:

13         Senate Amendment 
14         On page 3, lines 4-22, delete those lines
15  
16  and insert:  
17         Section 3.  The Department of Environmental Protection
18  shall conduct a comprehensive review of the waste reduction
19  and recycling goals set out in Part IV, Chapter 403 and other
20  legislative requirements in view of reduced available funding
21  for these purposes. The review shall include, but is not
22  limited to, the appropriateness of maintaining, extending, or
23  revising the goals; the effectiveness of current programs for
24  meeting the goals; the role of Keep Florida Beautiful, Inc.;
25  the need to continue those programs; alternative techniques
26  for improving those programs; alternative strategies for
27  meeting the needs of the programs and any other issues related
28  to resource recovery and management. The department shall
29  consult with persons knowledgeable about recycling and waste
30  reduction, including, but not limited to, representatives of
31  local government, the private recycling industry, and the

 1  private waste management industry. The department shall issue
 2  its report, recommendations and proposed legislative changes
 3  to the Governor, the President of the Senate, and the Speaker
 4  of the House of Representatives by October 31, 2001.
 5         Section 4.  This act shall take effect July 1, 2001.
