11  The Committee on Local Government & Veterans Affairs offered
12  the following:
13  
14         Amendment (with title amendment) 
15         On page 3, lines 10-25,
16  remove from the bill:  all of said lines
17  
18  and insert in lieu thereof:  Pre-Annexation Agreement
19  referenced in section 3.
20         Section 5.  Upon annexation into a municipality, the
21  following shall govern the areas described in Section 1:  for
22  any use, building, or structure that is legally in existence
23  at the time the area described in Section 1. becomes a part of
24  the municipality, such use shall not be made a prohibited use
25  by the municipality, on the property of said use, for as long
26  as the use shall continue and is not voluntarily abandoned.
27         Section 6.  Subsequent to the effective date of this
28  act, no change in land use designation or zoning shall be
29  effective within the limits of the lands subject to annexation
30  herein until the area described in Section 1 has been annexed
31  into the municipality, and no annexation by any municipality

 7         On page 1, lines 6 and 7,
 8  remove from the title of the bill:  all of said lines
 9  
10  and insert in lieu thereof:
11         within said corporate limits; providing that
12         current land use designations and zonings may
13         not be changed under specified circumstances;
14         prohibiting the annexation of the specified
15         lands prior to the effective date of the
