15         On page 1, between lines 16 and 17,

17  insert:  
18         (15)  Notwithstanding any other provision of this
19  section, wastewater being pumped into the underground aquifer
20  must be fully treated as it is pumped into the aquifer and
21  must be treated coming out to ensure that there is no
22  contamination to the water, the aquifer, or the drinking
23  water.
