1 Senate Resolution No. ____
2 A resolution urging the Congress of the United
3 States to pass House Resolution 273 relating to
4 the leasing under the Outer Continental Shelf
5 Lands Act of lands off the coast of Florida.

7 WHEREAS, during the first session of the 107th
8 Congress, Representative Porter Goss introduced House
9 Resolution 273, which would condition the preleasing, leasing,
10 exploration and development, and production of oil and gas
11 from the outer continental shelf off Florida on the
12 performance of certain scientific and environmental
13 assessments, studies, and research, and
14 WHEREAS, this legislation would establish a Joint
15 Federal-State Continental Shelf Task Force to provide for,
16 supervise, and review such assessments, studies, and research,
17 and
18 WHEREAS, adequate scientific and environmental analysis
19 is necessary prior to any such preleasing, leasing,
20 exploration, production, or drilling for oil or gas, in order
21 to provide the protection needed for the conservation of
22 Florida's natural resources and to minimize the uncertainty
23 regarding the effects of such activities on the state's
24 coastal environment and citizens, NOW, THEREFORE,
25
26 Be It Resolved by the Senate of the State of Florida:

28 That the Congress of the United States is respectfully
29 requested to pass House Resolution 273 by Representative
30 Porter Goss, which imposes restrictions and requirements on
31 the leasing of lands off Florida's coast under the Outer

1 Continental Shelf Lands Act to ensure the protection of the
2 marine, coastal, and human environments of the State of
3 Florida.
4 BE IT FURTHER RESOLVED that copies of this resolution,
5 with the seal of the Senate affixed, be sent to the President
6 of the United States, to the President of the United States
7 Senate, to the Speaker of the United States House of
8 Representatives, and to each member of the Florida delegation
9 to the United States Congress.
