14 On page 1, between lines 17 and 18,

16 insert:
17 Section 1. Subsection (1) of section 455.213, Florida
18 Statutes, is amended to read:
19 455.213 General licensing provisions.--
20 (1) Any person desiring to be licensed shall apply to
21 the department in writing. The application for licensure shall
22 be made on a form prepared and furnished by the department and
23 include the applicant's social security number.
24 Notwithstanding any other provision of law, the department
25 shall be responsible for the printed or electronic content of
26 all initial licensure and licensure renewal documents. Such
27 documents shall require information including, as appropriate:
28 demographics, education, work history, personal background,
29 criminal history, finances, business information, complaints,
30 inspections, investigations, discipline, bonding, signature
31 notarization, photographs, performance periods, reciprocity,

1 local government approvals, supporting documentation, periodic
2 reporting requirements, fingerprint requirements, continuing
3 education requirements, and ongoing education monitoring. The
4 application shall be supplemented as needed to reflect any
5 material change in any circumstance or condition stated in the
6 application which takes place between the initial filing of
7 the application and the final grant or denial of the license
8 and which might affect the decision of the department. In
9 order to further the economic development goals of the state,
10 and notwithstanding any law to the contrary, the department
11 may enter into an agreement with the county tax collector for
12 the purpose of appointing the county tax collector as the
13 department's agent to accept applications for licenses and
14 applications for renewals of licenses. The agreement must
15 specify the time within which the tax collector must forward
16 any applications and accompanying application fees to the
17 department. In cases where a person applies or schedules
18 directly with a national examination organization or
19 examination vendor to take an examination required for
20 licensure, any organization- or vendor-related fees associated
21 with the examination may be paid directly to the organization
22 or vendor.
