1 A bill to be entitled
2 An act implementing the 2001-2002 supplemental
3 appropriations act; amending s. 216.023, F.S.;
4 providing directives for executive agencies and
5 the judicial branch in adjusting performance
6 measures and standards to respond to budgetary
7 modifications; providing a directive to the
8 Department of Juvenile Justice; amending s.
9 339.135, F.S.; requiring adjustment of the
10 adopted work program of the Department of
11 Transportation to include certain economic
12 stimulus projects; limiting the use of funds
13 for state-employee travel; providing an
14 expiration date and an effective date.

16 Be It Enacted by the Legislature of the State of Florida:
17
18 Section 1. In order to implement reductions and other
19 changes in appropriations for the 2001-2002 fiscal year made
20 by Senate Bill 110-B or similar legislation, subsection (14)
21 is added to section 216.023, Florida Statutes, to read:
22 216.023 Legislative budget requests to be furnished to
23 Legislature by agencies.--
24 (14) For the 2001-2002 fiscal year only:
25 (a) By January 15, 2002, executive agencies shall
26 submit to the Executive Office of the Governor adjustments to
27 their performance measures and standards necessitated by
28 reductions and other changes by the Legislature to 2001-2002
29 appropriations. Review, revision, and approval of such
30 adjustments shall be conducted pursuant to the requirements of
31 subsection (7).

1 (b) By January 15, 2002, the judicial branch shall
2 make adjustments to any performance measures and standards
3 necessitated by reductions and other changes by the
4 Legislature to 2001-2002 appropriations. Review, revision, and
5 approval of such adjustments shall be conducted pursuant to
6 the requirements of subsection (9).

8 This subsection expires July 1, 2002.
9 Section 2. In order to implement Specific
10 Appropriation 346 of Senate Bill 110-B or similar legislation
11 and notwithstanding any proviso contained in Specific
12 Appropriation 1235 of chapter 2001-253, Laws of Florida, if
13 Federal Title IV-E earnings do not materialize, the Department
14 of Juvenile Justice is directed not to transfer general
15 revenue funds from Specific Appropriation 1200 to Specific
16 Appropriation 1235.
17 Section 3. In order to implement Specific
18 Appropriations 441-446 of Senate Bill 110-B or similar
19 legislation, paragraph (g) is added to subsection (7) of
20 section 339.135, Florida Statutes, to read:
21 339.135 Work program; legislative budget request;
22 definitions; preparation, adoption, execution, and
23 amendment.--
24 (7) AMENDMENT OF THE ADOPTED WORK PROGRAM.--
25 (g) For the 2001-2002 state fiscal year only, and
26 notwithstanding the provisions of paragraphs (b)-(f), the
27 adopted work program shall be adjusted to include projects
28 approved as economic stimulus projects resulting from
29 additional appropriations made by Senate Bill 110-B, 2001
30 Special Session B, or similar legislation enacted at the same

1 legislative session or an extension thereof. This paragraph
2 expires July 1, 2002.
3 Section 4. It is the policy of the state that funds
4 appropriated to state agencies which may be used for
5 state-employee travel be limited, until July 1, 2002, to
6 travel for activities that are critical to the state agency's
7 mission. Funds may not be used to pay for travel by state
8 employees to foreign countries, other states, conferences,
9 staff-training activities, or other administrative functions
10 unless the respective agency head has determined that such
11 activities are critical to the agency mission. Travel for law
12 enforcement, military purposes, emergency management, and
13 public health activities is not covered by this section. The
14 agency head, or his or her designee, must consider
15 teleconferencing and other forms of electronic communication
16 to meet the needs of the proposed activity before approving
17 mission-critical travel.
18 Section 5. This act shall take effect January 1, 2002.
