17 Section 1. Paragraph (ee) is added to subsection (3)
18 of section 119.07, Florida Statutes, to read:
19 119.07 Inspection, examination, and duplication of
20 records; exemptions.--
21 (3)
22 (ee) The electronic paging device number of a law
23 enforcement officer or former law enforcement officer which is
24 or has been used in the course of the officer's employment in
25 this state and the billing records of such electronic paging
26 device numbers are exempt from the provisions of subsection
27 (1) and s. 24(a), Art. I of the State Constitution. This
28 paragraph is subject to the Open Government Sunset Review Act
29 of 1995, in accordance with s. 119.15, and shall stand
30 repealed on October 2, 2003, unless reviewed and saved from
31 repeal through reenactment by the Legislature.

1 Section 2. The Legislature finds that the exemption
2 from public records requirements provided by this act is a
3 public necessity because law enforcement officers or former
4 law enforcement officers can be identified as such by
5 connecting them with their electronic paging device numbers
6 that are or have been used in the course of their employment.
7 The identification of law enforcement officers through
8 electronic paging device numbers and the billing records of
9 such electronic paging device numbers can compromise
10 investigations, undermine those officers' ability to apprehend
11 suspects, and compromise the physical safety of law
12 enforcement officers. Electronic paging device numbers of
13 former law enforcement officers and the billing records of
14 such electronic paging device numbers, if made public, could
15 also jeopardize ongoing investigations, law enforcement
16 informers and contacts, as well as the safety of former law
17 enforcement officers because such numbers could be used to
18 connect a former law enforcement officer to an investigation.
19 Consequently, the Legislature finds that electronic paging
20 device numbers of law enforcement officers and former law
21 enforcement officers which are or have been used in the course
22 of their employment and the billing records of such electronic
23 paging device numbers must be kept exempt.
24 Section 3. This act shall take effect upon becoming a
25 law.
