In Section 04, on Page 63, INSERT the following:
The reduced appropriation in Specific Appropriations 362 and 363 reflect
a ten percent reduction in General Revenue and a ten percent increase /
fund shift in available trust funds within the Office of Statewide
Prosecution. Because this reduction may impact the operations of the
Office of Statewide Prosecution and in an effort to assess this
organization's effectiveness and efficiency, the Office of Program
Policy Analysis and Governmental Accountability (OPPAGA) shall
immediately begin an organization-wide review of the Office of Statewide
Prosecution (OSWP) that shall examine, at a minimum, the following
issues:
1. Cost effectiveness and efficiency;

2. Economic viability - i.e., do the efforts/work of the OSWP duplicate
the efforts of the State's Attorneys? Can the work of the OSWP be
completed at a lower unit cost by Florida's State Attorneys?; and
3. Examine current State Attorney/OSWP jurisdictional authority,
identify potential jurisdictional conflicts, if any, and proposed
solutions, as well as determine the operational impact to the State
Attorneys for handling multi-jurisdictional prosecutions.
OPPAGA shall publish its report by January 15, 2002.
Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items. |
