1 A bill to be entitled
2 An act relating to student withdrawal from
3 courses due to military service; requiring
4 rules by district school boards, community
5 college district boards of trustees, and
6 university boards of trustees; providing that a
7 student shall not suffer academic or financial
8 penalties; authorizing the refund of fees;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Each district school board, community
14 college district board of trustees, and university board of
15 trustees shall establish, by rule and pursuant to guidelines
16 of the Florida Board of Education, policies regarding the
17 withdrawal from courses and refund of any matriculation and
18 fees paid by a student who withdraws or drops one or more
19 courses due to call to or enlistment in active military
20 service. Such policies shall provide that no student enrolled
21 in a postsecondary course or courses at an area technical
22 center, a public community college, a public college, or a
23 state university shall suffer academic or financial penalties
24 by virtue of performing military service on behalf of our
25 country. A student shall be permitted the option of either
26 completing the course or courses at a later date without
27 penalty or withdrawing from the course or courses with a full
28 refund of fees paid. If the student chooses to withdraw, the
29 student's record shall reflect that the withdrawal is due to
30 active military service.

1 Section 2. This act shall take effect upon becoming a
2 law.
