14         On page 7, lines 4-10, delete those lines

16  and insert:  
17         (b)  Is intended to:
18         1.  Intimidate, injure, or coerce a civilian
19  population;
20         2.  Influence the policy of a government by
21  intimidation or coercion; or
22         3.  Affect the conduct of government through
23  destruction of property, assassination, murder, kidnapping, or
24  aircraft piracy.
