1 A bill to be entitled
2 An act relating to compensation of legislators;
3 amending s. 11.13, F.S.; reducing the
4 compensation of legislators for a specified
5 period; providing for future repeal of such
6 reduction; providing an effective date.

8 WHEREAS, the terrorist attacks on the World Trade
9 Center in New York City and the Pentagon in Washington, D.C.,
10 on September 11, 2001, have unfortunately accelerated and
11 deepened a downturn in the national economy which has affected
12 not only other national economies around the world but also
13 local economies across this country, especially the economies
14 of states like Florida which are dependent upon tourism for a
15 significant portion of their revenues, and
16 WHEREAS, this economic downturn has forced some
17 businesses in the state and around the country to downsize or
18 restructure to remain viable and this reduction or
19 restructuring has led to reductions in pay and benefits for
20 some employees and layoffs for others, and
21 WHEREAS, this economic downturn has led to concomitant
22 reductions and restructuring in the public sector as well, and
23 WHEREAS, accordingly, it is the intent of the members
24 of the Legislature to join our fellow citizens in this state
25 and across the country in doing our part not only to economize
26 and help restore the state and national economies but more
27 significantly to show our solidarity and resolve as a people
28 in the face of the despicable assault of September 11th on our
29 nation and way of life, NOW, THEREFORE,

31 Be It Enacted by the Legislature of the State of Florida:

1 Section 1. Subsection (1) of section 11.13, Florida
2 Statutes, is amended to read:
3 11.13 Compensation of members.--
4 (1)(a) The annual salaries of members of the Senate
5 and House of Representatives, payable in 12 equal monthly
6 installments, shall be:
7 1. The President of the Senate and Speaker of the
8 House of Representatives, $25,000 each.
9 2. All other members of the Senate and House of
10 Representatives, $18,000 each.
11 (b) Effective July 1, 1986, and each July 1
12 thereafter, the annual salaries of members of the Senate and
13 House of Representatives shall be adjusted by the average
14 percentage increase in the salaries of state career service
15 employees for the fiscal year just concluded. The
16 Appropriations Committee of each house shall certify to the
17 Office of Legislative Services the average percentage increase
18 in the salaries of state career service employees before July
19 1 of each year. The Office of Legislative Services shall, as
20 of July 1 of each year, determine the adjusted annual salaries
21 as provided herein.
22 (c) For the remainder of the 2001-2002 fiscal year
23 only, the monthly compensation provided to members of the
24 Senate and House of Representatives pursuant to this
25 subsection shall be an amount equal to the monthly installment
26 of the annual salary established pursuant to paragraphs (a)
27 and (b) that was payable for the 2000-2001 fiscal year. This
28 paragraph is repealed July 1, 2002.
29 Section 2. This act shall take effect December 1,
30 2001.

2 HOUSE SUMMARY

Reduces, effective December 1, 2001, the monthly
4 compensation of legislators for the remainder of the
current fiscal year to that of the previous fiscal year.
