  1                      A bill to be entitled

  2         An act relating to task forces; creating the

  3         Task Force to Fix Our Economy; providing for

  4         membership; providing purposes and duties of

  5         the task force; requiring a report; providing

  6         an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  The Task Force to Fix Our Economy is

11  established. The task force shall consist of one economist

12  each from Florida State University, the University of Florida,

13  Florida Agricultural and Mechanical University, Florida

14  International University, Florida Atlantic University, the

15  University of Miami, and Nova University, selected by the

16  respective university, and three certified public accountants

17  appointed by the Florida Institute of Certified Public

18  Accountants. The task force shall examine tax and budget

19  systems of this state and political subdivisions of this state

20  for purposes of determining the fairest mechanisms for

21  providing the people of this state with a fair and equitable

22  tax system to raise sufficient revenues in this state for

23  state and local government purposes and making recommendations

24  on revisions to existing state and local tax and budget

25  systems to establish those mechanisms. The task force shall

26  select a chair and shall meet at the call of the chair but at

27  least each month. Members of the task force shall serve

28  without compensation but shall be entitled to reimbursement

29  for travel and per diem expenses as provided in s. 112.061,

30  Florida Statutes. The task force shall submit a report to the

31  Governor, the President of the Senate, and the Speaker of the

  1  House of Representatives, no later than January 1, 2003,

  2  containing the results of its investigations and recommended

  3  revisions to state and local tax and budget systems.

  4         Section 2.  This act shall take effect upon becoming a

  5  law.
