  1                      A bill to be entitled

  2         An act relating to the Florida Teachers Lead

  3         Program Stipend; amending s. 24.121, F.S.,

  4         relating to allocation and expenditure of

  5         lottery funds for public education; providing

  6         for a specified amount of the unencumbered

  7         balance in the Administrative Trust Fund to be

  8         used to fund the Florida Teachers Lead Program

  9         Stipend in fiscal year 2001-2002; amending s.

10         231.67, F.S., relating to the Florida Teachers

11         Lead Program Stipend, to conform; providing an

12         effective date.

14  Be It Enacted by the Legislature of the State of Florida:

16         Section 1.  Subsection (6) is added to section 24.121,

17  Florida Statutes, to read:

18         24.121  Allocation of revenues and expenditure of funds

19  for public education.--

20         (6)  For fiscal year 2001-2002, up to $17 million of

21  the unencumbered balance in the Administrative Trust Fund

22  pursuant to subsection (4) shall be used to fund the Florida

23  Teachers Lead Program Stipend pursuant to s. 231.67.

24         Section 2.  Subsection (1) of section 231.67, Florida

25  Statutes, is amended to read:

26         231.67  The Florida Teachers Lead Program Stipend.--

27         (1)(a)  Funding for the Florida Teachers Lead Program

28  Stipend shall be as determined by the Legislature in the

29  General Appropriations Act. Funds appropriated for the Florida

30  Teachers Lead Program Stipend are provided to purchase

31  classroom materials and supplies used in the instruction of

  1  students in kindergarten through grade 12 of the public school

  2  system. From the funds appropriated, the Commissioner of

  3  Education shall calculate an amount for each school district

  4  by prorating the total of each school district's share of the

  5  total K-12 unweighted FTE student enrollment.

  6         (b)  For fiscal year 2001-2002, funding for the Florida

  7  Teachers Lead Program Stipend shall be in the amount specified

  8  in s. 24.121(6).

  9         Section 3.  This act shall take effect upon becoming a

10  law.

      For fiscal year 2001-2002, provides for up to $17 million
15    of the lottery's unencumbered balance in the
      Administrative Trust Fund to be used to fund the Florida
16    Teachers Lead Program Stipend.
