12 following amendment:

15 Delete everything after the enacting clause

17 and insert:
18 Section 1. Paragraphs (ff) and (gg) are added to
19 subsection (4) of section 320.08056, Florida Statutes, to
20 read:
21 320.08056 Specialty license plates.--
22 (4) The following license plate annual use fees shall
23 be collected for the appropriate specialty license plates:
24 (ff) American Red Cross license plate, $25.
25 (gg) United We Stand license plate, $25.
26 Section 2. Subsections (32) and (33) are added to
27 section 320.08058, Florida Statutes, to read:
28 320.08058 Specialty license plates.--
29 (32) AMERICAN RED CROSS LICENSE PLATES.--
30 (a) Notwithstanding the provisions of s. 320.08053,
31 the department shall develop an American Red Cross license

1 plate as provided in this section. The word "Florida" must
2 appear at the top of the plate, and the words "American Red
3 Cross" must appear at the bottom of the plate.
4 (b) The department shall retain all revenues from the
5 sale of such plates until all start-up costs for developing
6 and issuing the plates have been recovered. Thereafter, the
7 annual use fees shall be distributed to the American Red Cross
8 Chapter of Central Florida, with statistics on sales of
9 license plates, which are tabulated by county. The American
10 Red Cross Chapter of Central Florida must distribute to each
11 of the chapters in this state the moneys received from sales
12 in the counties covered by the respective chapters, which
13 moneys must be used for education and disaster relief in
14 Florida.
15 (33) UNITED WE STAND LICENSE PLATES.--
16 (a) Notwithstanding the provisions of s. 320.08053,
17 the department shall develop a United We Stand license plate
18 as provided in this section. The American Flag must appear on
19 the license plate in addition to the words "United We Stand."
20 The colors of the license plate must be red, white, and blue.
21 (b) The department shall retain all revenues from the
22 sale of such plates until all start-up costs for developing
23 and issuing the plates have been recovered. Thereafter, 50
24 percent of the annual use fee shall be distributed to the
25 Department of Transportation to fund a grant program to
26 enhance security at airports throughout the state and 50
27 percent of such fees shall be distributed to the Rewards for
28 Justice Fund, to be contributed to the United States State
29 Department's Rewards for Justice program and used solely to
30 apprehend terrorists and bring them to justice.
31 Section 3. This act shall take effect July 1, 2002,

1 but it shall not take effect unless it is enacted by at least
2 a three-fifths vote of the membership of each house of the
3 Legislature.
