  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056, 320.08058, F.S.; creating an

  4         American Red Cross license plate; providing for

  5         the distribution of annual use fees received

  6         from the sale of such plates; providing a

  7         contingent effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10

11         Section 1.  Paragraph (ff) is added to subsection (4)

12  of section 320.08056, Florida Statutes, to read:

13         320.08056  Specialty license plates.--

14         (4)  The following license plate annual use fees shall

15  be collected for the appropriate specialty license plates:

16         (ff)  American Red Cross license plate, $25.

17         Section 2.  Subsection (32) is added to section

18  320.08058, Florida Statutes, to read:

19         320.08058  Specialty license plates.--

20         (32)  AMERICAN RED CROSS LICENSE PLATES.--

21         (a)  The department shall develop an American Red Cross

22  license plate as provided in this section. The word "Florida"

23  must appear at the top of the plate, and the words "American

24  Red Cross" must appear at the bottom of the plate.

25         (b)  The department shall retain all revenues from the

26  sale of such plates until all start-up costs for developing

27  and issuing the plates have been recovered. Thereafter, the

28  annual use fees shall be distributed to the American Red Cross

29  chapters in this state and used for education and disaster

30  relief in Florida.

  1         Section 3.  This act shall take effect July 1, 2002,

  2  but it shall not take effect unless it is enacted by at least

  3  a three-fifths vote of the membership of each house of the

  4  Legislature.
