2 An act relating to license plates; amending ss.
3 320.08056, 320.08058, F.S.; creating an
4 American Red Cross license plate; creating a
5 United We Stand license plate; providing for
6 the distribution of annual use fees received
7 from the sale of such plates; providing a
8 contingent effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Paragraphs (ff) and (gg) are added to
13 subsection (4) of section 320.08056, Florida Statutes, to
14 read:
15 320.08056 Specialty license plates.--
16 (4) The following license plate annual use fees shall
17 be collected for the appropriate specialty license plates:
18 (ff) American Red Cross license plate, $25.
19 (gg) United We Stand license plate, $25.
20 Section 2. Subsections (32) and (33) are added to
21 section 320.08058, Florida Statutes, to read:
22 320.08058 Specialty license plates.--
23 (32) AMERICAN RED CROSS LICENSE PLATES.--
24 (a) Notwithstanding the provisions of s. 320.08053,
25 the department shall develop an American Red Cross license
26 plate as provided in this section. The word "Florida" must
27 appear at the top of the plate, and the words "American Red
28 Cross" must appear at the bottom of the plate.
29 (b) The department shall retain all revenues from the
30 sale of such plates until all start-up costs for developing
31 and issuing the plates have been recovered. Thereafter, 50

1 percent of the annual use fees shall be distributed to the
2 American Red Cross Chapter of Central Florida, with statistics
3 on sales of license plates, which are tabulated by county. The
4 American Red Cross Chapter of Central Florida must distribute
5 to each of the chapters in this state the moneys received from
6 sales in the counties covered by the respective chapters,
7 which moneys must be used for education and disaster relief in
8 Florida. Fifty percent of the annual use fees shall be
9 distributed proportionately to the three statewide approved
10 poison control centers for purposes of combating bio-terrorism
11 and other poison-related purposes.
12 (33) UNITED WE STAND LICENSE PLATES.--
13 (a) Notwithstanding the provisions of s. 320.08053,
14 the department shall develop a United We Stand license plate
15 as provided in this section. The American Flag must appear on
16 the license plate in addition to the words "United We Stand."
17 The colors of the license plate must be red, white, and blue.
18 (b) The department shall retain all revenues from the
19 sale of such plates until all start-up costs for developing
20 and issuing the plates have been recovered. Thereafter, 50
21 percent of the annual use fee shall be distributed to the
22 Department of Transportation to fund a grant program to
23 enhance security at airports throughout the state and 50
24 percent of such fees shall be distributed to the Rewards for
25 Justice Fund, to be contributed to the United States State
26 Department's Rewards for Justice program and used solely to
27 apprehend terrorists and bring them to justice.
28 Section 3. This act shall take effect July 1, 2002,
29 but it shall not take effect unless it is enacted by at least
30 a three-fifths vote of the membership of each house of the
31 Legislature.
