17 Section 1. Paragraphs (ff) and (gg) are added to
18 subsection (4) of section 320.08056, Florida Statutes, to
19 read:
20 320.08056 Specialty license plates.--
21 (4) The following license plate annual use fees shall
22 be collected for the appropriate specialty license plates:
23 (ff) American Red Cross license plate, $25.
24 (gg) United We Stand license plate, $25.
25 Section 2. Subsections (32) and (33) are added to
26 section 320.08058, Florida Statutes, to read:
27 320.08058 Specialty license plates.--
28 (32) AMERICAN RED CROSS LICENSE PLATES.--
29 (a) Notwithstanding the provisions of s. 320.08053,
30 the department shall develop an American Red Cross license
31 plate as provided in this section. The word "Florida" must

1 appear at the top of the plate, and the words "American Red
2 Cross" must appear at the bottom of the plate.
3 (b) The department shall retain all revenues from the
4 sale of such plates until all start-up costs for developing
5 and issuing the plates have been recovered. Thereafter, the
6 annual use fees shall be distributed to the American Red Cross
7 Chapter of Central Florida, with statistics on sales of
8 license plates, which are tabulated by county. The American
9 Red Cross Chapter of Central Florida must distribute to each
10 of the chapters in this state the moneys received from sales
11 in the counties covered by the respective chapters, which
12 moneys must be used for education and disaster relief in
13 Florida.
14 (33) UNITED WE STAND LICENSE PLATES.--
15 (a) Notwithstanding the provisions of s. 320.08053,
16 the department shall develop a United We Stand license plate
17 as provided in this section. The American Flag must appear on
18 the license plate in addition to the words "United We Stand."
19 The colors of the license plate must be red, white, and blue.
20 (b) The department shall retain all revenues from the
21 sale of such plates until all start-up costs for developing
22 and issuing the plates have been recovered. Thereafter, 50
23 percent of the annual use fee shall be distributed to the
24 Department of Transportation to fund a grant program to
25 enhance security at airports throughout the state and 50
26 percent of such fees shall be distributed to the Rewards for
27 Justice Fund, to be contributed to the United States State
28 Department's Rewards for Justice program and used solely to
29 apprehend terrorists and bring them to justice.
30 Section 3. This act shall take effect July 1, 2002.
