Transfers $274,239,721 million from the Budget Stabilization Fund to the
General Revenue Fund, and reduces the Working Capital Fund by $274,239,721.
Provides $548,479,442 as a non-recurring restoration of the FEFP reduction
in Specific Appropriation 46.
