13         Senate Amendment (with title amendment) 
14         On page 5, between lines 3 and 4,
15  
16  insert:  
17         Section 3.  Section 943.0310, Florida Statutes, is
18  created to read:
19         Section 943.0310  The Legislature finds that with
20  respect to counter-terrorism efforts and initial responses to
21  acts of terrorism within or affecting this state, specialized
22  efforts of emergency management that are unique to such
23  situations are required and that these efforts intrinsically
24  involve very close coordination of federal, state, and local
25  law enforcement agencies with the efforts of all others
26  involved in emergency-response efforts. In order to best
27  provide this specialized effort with respect to
28  counter-terrorism efforts and responses, the Legislature has
29  determined that such efforts should be coordinated by and
30  through the Department of Law Enforcement, working closely
31  with the Division of Emergency Management and others involved
