15 On page 39, between lines 8 and 9,

17 insert:
18 Section 21. (1)(a) The Department of Children and
19 Family Services may provide by rule that persons who become or
20 became unemployed after September 11, 2001, who are not
21 eligible for insurance coverage under the Consolidated Omnibus
22 Budget Reconciliation Act of 1985 (COBRA) shall be eligible
23 for Medicaid coverage.
24 (b) This subsection shall take effect on the effective
25 date of federal legislation authorizing the expansion of
26 Medicaid coverage to persons who become or became unemployed
27 after September 11, 2001, if such federal legislation provides
28 for enhanced federal Medicaid matching rates.
29 (2)(a) For persons who become or became unemployed
30 after September 11, 2001, who are eligible for insurance
31 coverage under the Consolidated Omnibus Budget Reconciliation

1 Act of 1985 (COBRA) but who are unable to afford the premium,
2 the state may subsidize up to 25 percent of the premium.
3 (b) This subsection shall take effect on the effective
4 date of federal legislation authorizing a 75 percent premium
5 subsidy for persons eligible for COBRA insurance coverage who
6 become or became unemployed after September 11, 2001, if such
7 federal legislation provides for federal Medicaid matching
8 rates.
9 (3) This section is repealed effective December 31,
10 2002.

17 insert:
18 authorizing the Department of Children and
19 Family Services to provide Medicaid eligibility
20 by rule to certain unemployed persons;
21 authorizing the state to provide a COBRA
22 insurance premium subsidy to certain unemployed
23 persons; providing for future repeal;
