19 On page 39, between lines 8 and 9,

21 insert:
22 Section 21. (1)(a) The Department of Children and
23 Family Services may provide by rule that persons who become or
24 became unemployed after September 11, 2001, who are not
25 eligible for insurance coverage under the Consolidated Omnibus
26 Budget Reconciliation Act of 1985 (COBRA) shall be eligible
27 for Medicaid coverage.
28 (b) This subsection shall take effect on the effective
29 date of federal legislation authorizing the expansion of
30 Medicaid coverage to persons who become or became unemployed
31 after September 11, 2001, if such federal legislation provides

1 for enhanced federal Medicaid matching rates and provides
2 sufficient funding so the state incurs no costs to implement
3 this act over the 2001-2002 fiscal year.
4 (2)(a) For persons who become or became unemployed
5 after September 11, 2001, who are eligible for insurance
6 coverage under the Consolidated Omnibus Budget Reconciliation
7 Act of 1985 (COBRA) but who are unable to afford the premium,
8 the state may subsidize up to 25 percent of the premium.
9 (b) This subsection shall take effect on the effective
10 date of federal legislation authorizing a 75 percent premium
11 subsidy for persons eligible for COBRA insurance coverage who
12 become or became unemployed after September 11, 2001, if such
13 federal legislation provides for enhanced federal Medicaid
14 matching rates and provides sufficient funding so the state
15 incurs no costs to implement this act over the 2001-2002
16 fiscal year.
17 (3) This section is repealed effective December 31,
18 2002.

25 insert:
26 authorizing the Department of Children and

28 by rule to certain unemployed persons;
29 authorizing the state to provide a COBRA
30 insurance premium subsidy to certain unemployed
31 persons; providing for future repeal;
