14         On page 9, line 12 of the bill

16  insert:  
17         Section 10.  In order to implement the provisions of
18  the act making appropriations and reductions in appropriations
19  for the 2001-2002 state fiscal year and notwithstanding any
20  provision of law to the contrary, all agency heads are hereby
21  authorized to renegotiate current state contracts with private
22  providers and public/providers to reduce contract payments up
23  to five percent as long as vital education, health care, and
24  public safety services are not reduced.  The statewide goal is
25  $75 million in savings that will be redirected,
26  proportionately, into the current year education, health care,
27  and public safety budget cuts.  This section expires July 1,
28  2002.
