11  Senator Klein moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 7, between lines 26 and 27,
15  
16  insert:  
17         Section 9.  Notwithstanding any provision of law to the
18  contrary, all agency heads shall pursue authorization from the
19  Legislative Budget Commission in order to renegotiate current
20  state contracts with private providers and public/private
21  providers in an effort to reduce contract payments by 5
22  percent. It is the statewide goal to achieve $75 million in
23  savings, however, it is the intent of the Legislature that the
24  level and quality of services not be affected. Savings
25  realized will be redirected into budget reductions in
26  education, health care, and public safety for the current
27  fiscal year. This section expires July 1, 2002.
