  1                      A bill to be entitled

  2         An act relating to the transportation

  3         disadvantaged; amending s. 320.03, F.S.;

  4         revising fees for the registration of certain

  5         trucks, trailers, and motorcycles and for tag

  6         transfers to be deposited into the

  7         Transportation Disadvantaged Trust Fund;

  8         providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  Subsection (9) of section 320.03, Florida

13  Statutes, is amended to read:

14         320.03  Registration; duties of tax collectors;

15  International Registration Plan.--

16         (9)  A nonrefundable fee of $1.50 shall be charged on

17  the initial and renewal registration of each automobile for

18  private use, and on the initial and renewal registration of

19  each truck, regardless of having a net weight, except those

20  taxed under s. 320.0715 or s. 320.08(3)(d) or (4); each

21  trailer, except those taxed under s. 320.08(5)(a) or (b); and

22  each motorcycle, and for each tag transfer of 5,000 pounds or

23  less. Such fees shall be deposited in the Transportation

24  Disadvantaged Trust Fund created in part I of chapter 427 and

25  shall be used as provided therein, except that priority shall

26  be given to the transportation needs of those who, because of

27  age or physical and mental disability, are unable to transport

28  themselves and are dependent upon others to obtain access to

29  health care, employment, education, shopping, or other

30  life-sustaining activities.

31         Section 2.  This act shall take effect October 1, 2002.

                       COMMITTEE SUBSTITUTE FOR
  2                         Senate Bill 100

  4  The committee substitute revises the fees to be deposited in
    the Transportation Disadvantaged Trust Fund for the
  5  registration of certain trucks, trailers, motorcycles, and for
    tag transfers. Temporary tags are not subject to the fee.
