15 On page 34, line 7, through page 35, line 16,
16 remove: all of said lines,

18 and insert: including any statement required by subparagraph
19 (e)2., and which conforms to the requirements of s. 101.161
20 shall be placed on the ballot by the governing authority of
21 any municipality which enacts an ordinance calling for a
22 referendum on the levy of the surtax. The following question
23 shall be placed on the ballot:

26 AGAINST THE. . . .CENT SALES TAX

28 (d) Pursuant to s. 212.054(4), the proceeds of the
29 surtax levied under this subsection shall be distributed to
30 the municipality in which the surtax was collected.
31 (e) The proceeds of the surtax authorized by this

1 subsection shall be used as provided in this paragraph.
2 1.a. Such proceeds, and any interest accrued thereto,
3 shall be expended by the municipality to finance, plan, and
4 construct infrastructure, and may be used as collateral,
5 pledged or hypothecated, for bonds or other indebtedness
6 issued to finance or refinance such projects.
7 b. For the purpose of this subparagraph,
8 "infrastructure" means:
9 (I) Any fixed capital expenditure or fixed capital
10 outlay associated with the construction, reconstruction, or
11 improvement of public facilities which have a life expectancy
12 of 5 or more years and any land acquisition, land improvement,
13 design, and engineering costs related thereto; however, for
14 the purposes of this subparagraph, a sports stadium or arena
15 does not constitute infrastructure.
16 (II) A fire department vehicle, emergency medical
17 service vehicle, police department vehicle, or any other
18 vehicle, and such equipment necessary to outfit the vehicle
19 for its official use or equipment that has a life expectancy
20 of at least 5 years.
21 2. An amount not to exceed 15 percent of such proceeds
