  6         specifying restrictions relating to the Office

  7         of the County Comptroller; providing for

  8         removal of County Comptroller; revising the

  9         administrative organization and procedures of

10         the county; specifying service offices

11         associated with Deputy County Mayors;

12         specifying departments within such service

13         offices; providing for financial planning by

14         the Executive Office of the County Mayor;

15         providing requirements; providing for county

16         civil service; providing for the Office of

17         County Attorney; providing for demographic,

18         policy, and planning functions; abolishing the

19         office of County Manager and transferring to

20         the County Mayor the powers, duties, functions,
