18 Section 36. --Restrictions on Oil and Natural Gas
19 Drilling, permitted by Commission--
20 The Florida Legislature recognizes that, a strong
21 economy is vital to Florida's future, and;
22 The Florida Legislature recognizes that, the tourism
23 industry is the largest segment of Florida's economy employing
24 over 775,000 Floridians and providing sustained economic
25 development for Florida, and;
26 That, Florida's tourism industry represents nearly
27 $55.8 billion in annual tourist spending and $15.4 billion
28 annual payroll for tourist-related, jobs, and;
29 That, protecting Florida's tourism industry is vital to
30 Florida's small businesses and small business owners who
31 represent the backbone of our state's economy

1 The Florida legislature also recognizes that Florida's
2 825 miles of sandy coastline fronting the Atlantic Ocean, the
3 Gulf of Mexico or the Straits of Florida and the marine
4 resources living off our coast are our most valuable natural
5 resources, and;
6 That, Florida's beaches are deserving of protection as
7 they serve several important functions, each being vital to
8 maintaining the health of Florida's economy and environment,
9 and;
10 That, Florida's beaches are vital to Florida's small
11 businesses and small business owners who represent the
12 backbone of our state's economy, and;
13 That, the Florida Fish and Wildlife Conservation
14 Commission is charged with protecting Florida's marine
15 resources which will be negatively impacted by oil and natural
16 gas drilling;
17 It shall be the policy of the state of Florida to
18 protect Florida's tourist industry by prohibiting oil and
19 natural gas drilling within 150 miles of Florida's pristine
20 beaches. The state is prohibited from permitting any activity
21 that allows for oil or natural gas drilling within 150 miles
22 of Florida's coastline. Further, Florida Fish and Wildlife
23 Conservation Commission is charged with promulgating all
24 appropriate rules governing oil and natural gas drilling
25 outside of 150 miles of Florida's shoreline
