  1                      A bill to be entitled

  2         An act relating to sports arenas and civic

  3         centers; amending s. 561.20, F.S., relating to

  4         a special license for consumption of alcoholic

  5         beverages on certain premises; providing for

  6         transfer from the civic center authority,

  7         sports arena authority, or political

  8         subdivision to contracted concessionaires and

  9         subconcessionaires; providing for reversion of

10         license upon termination of contract; providing

11         an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14

15         Section 1.  Paragraph (h) of subsection (2) of section

16  561.20, Florida Statutes, is amended to read:

17         561.20  Limitation upon number of licenses issued.--

18         (2)

19         (h)  In addition to any special licenses issued under

20  the Beverage Law, the division may issue a special license for

21  consumption on the premises only to any civic center authority

22  or sports arena authority which is authorized by state law or

23  by a local government ordinance or which civic center or

24  sports arena is otherwise owned by a political subdivision of

25  this state. The license may be transferred to a qualified

26  concessionaire or subconcessionaire applicant authorized by

27  contract with the authority or the political subdivision to

28  provide food service for the facility. The license shall at

29  all times remain the exclusive property of the authority or

30  political subdivision, and upon termination by any manner of

31  the contract between the authority or political subdivision

  1  and the concessionaire or subconcessionaire applicant

  2  concerning the furnishing of food service, the license shall

  3  revert to the authority or political subdivision by operation

  4  of law.

  5         Section 2.  This act shall take effect upon becoming a

  6  law.

  9                       LEGISLATIVE SUMMARY

10    Revises provisions to specify that a civic center
      authority, sports arena authority, or political
11    subdivision may transfer special licenses for consumption
      of alcoholic beverages on the premises to qualified
12    concessionaires and subconcessionaires who are authorized
      by contract to provide food services at a sports arena or
13    civic center. Provides that such licenses remain the
      property of the transferring authority or political
14    subdivision and revert to the authority or political
      subdivision upon termination of the authorizing contract.
