14         On page 1, line 26, through page 2, line 7,

15  remove:  all of said lines,

17  and insert:  expenditures of government and quasi-governmental

18  entities. Such spending shall also be reported as per capita

19  spending.

20         (b)  An estimate of the cost of compliance with

21  regulations of the state and local governments as a percentage

22  of state domestic product. Such costs shall be limited to the

23  expenditures for labor, materials, and equipment necessary to

24  comply with state regulations. Such costs shall also be

25  reported as per capita costs of regulation.

26         (c)  Total state and local government employment,

27  including, but not limited to, subcontracted labor, expressed

28  in full-time employee equivalents. Such employment shall also

29  be reported as a percentage of the total workforce of this

30  state.

31         (d)  Total assets of the state and local governments,
